The High Think Tank for Information and Communication Technology (ICT): A Strategic Bridge between Science, Industry, and the Digital Economy

The High Think Tank for Information and Communication Technology of Iran has been founded as a non-commercial institute with the mission of designing, developing, and consulting in software systems, intelligent platforms, modern business models, and leveraging cutting-edge technologies such as artificial intelligence, blockchain, and the digital economy. With a forward-looking vision and grounded in expert knowledge, this think tank strives to play a strategic role in sustainable development, digital transformation, technology-based employment, and the enhancement of the country’s modern infrastructures.

High Think Tank for Information and Communication Technology

In a conversation with our reporter, Hossein Gharib, Chairman of the High Think Tank for Information and Communication Technology, stated:
“Today, more than ever, our country needs a specialized and future-oriented entity in the field of digital technologies. The mission of the think tank is not limited to research alone — we see ourselves committed to implementing transformative projects, pursuing strategic pragmatism, and creating real value for organizations and society. Therefore, several specialized commissions — including Information Technology, Marketing and Branding, Blockchain-Based Products, and the Digital Economy — have been activated under the umbrella of this think tank to address macro-level issues in a networked and systematic way.”

He added: “Communications and media today are the beating heart of the global flow of information and culture. That is why the Communications and Media Commission was established within the think tank — not only to study and analyze media developments but also to enhance the national information system, strengthen media literacy, and design innovative models for interaction between institutions and citizens.”

Milad Zarei, Vice Chairman of the BoardHigh Think Tank for Information and Communication Technology, also emphasized:
“Technological development is impossible without a coherent communication strategy. Our think tank is tasked with bridging the gap between universities, industries, and policymakers, and through the use of modern communication tools, fostering a collaborative environment for technological partnerships. Such connectivity is particularly crucial in an era when emerging technologies such as artificial intelligence and blockchain are reshaping social and economic structures.”

He continued: “It is essential to conduct in-depth research on blockchain and AI as the driving forces of future transformations in the country. The Communications and Media Commission will also play a key role in analyzing media trends and combating misinformation. We firmly believe that sustainable development cannot be achieved without responsible and intelligent media.”

Masoumeh Ghorbani, Board Member of the High Think Tank for Information and Communication Technology, noted:
“One of our main goals is to create a hub for professional and specialized collaboration. Ongoing engagement with other think tanks and professional organizations is an opportunity to synergize the country’s scientific and practical capacities. Our think tank aims to become a central platform for dialogue and knowledge exchange among national and international institutions in the field of emerging technologies.”

She added: “The Digital Economy Commission is responsible for identifying both the opportunities and challenges of Iran’s digital economy and presenting policy recommendations for its growth. Supporting startups and helping position Iran within the global digital economy are core objectives of this commission. In parallel, the Blockchain and Cryptocurrency Commission has been launched to establish practical and supportive frameworks to ensure Iran keeps pace with global innovation.”

Seyedeh Masoumeh Mirnezami, another Board Member of High Think Tank for Information and Communication Technology, stated:
“Human capital is the most important asset in the digital era. Accordingly, the Human Capital and Organizational Transformation Commission is tasked with identifying training needs and digital skills, and with designing programs to enhance those skills. Organizational transformation and human resource empowerment in the face of the future of work are among the commission’s top priorities.”

She continued: “Additionally, the Innovation and Entrepreneurship Commission was created to empower entrepreneurs and strengthen the startup ecosystem. We believe startups are the driving force of economic development, and we must provide an environment where innovative ideas can be turned into tangible products and services. The Emerging Technologies Commission is also responsible for monitoring and analyzing frontier technologies such as quantum computing, the metaverse, the Internet of Things (IoT), and nanotechnology, and for proposing strategies for Iran’s entry into new waves of innovation.”

Mirnezami concluded: “The Artificial Intelligence Commission and the Information Technology Commission are the two other key pillars of the think tank. The AI Commission’s mission is to develop indigenous knowledge, support applied projects, and improve quality of life through intelligent systems and algorithms. Meanwhile, the IT Commission focuses on building smart infrastructure and boosting national productivity. By emphasizing the development of local infrastructures and innovative models, this commission will play a vital role in shaping the future of Iran’s digital economy.”
