Subject: Open Letter to H.E. António Guterres Regarding the Attack on Farabi Hospital in Kermanshah

We write to express our deep concern and grave indignation following the recent attack carried out by the Zionist regime on Farabi Hospital in Kermanshah, western Iran. On this day, the hospital was damaged by the shockwave and flying shrapnel from explosive munitions, resulting in the destruction of essential sections of the building and the loss of critical medical equipment.

This blatant assault on a civilian medical facility constitutes a serious violation of international humanitarian law, including the Geneva Conventions, which explicitly protect hospitals and healthcare infrastructure in times of conflict. We strongly believe this action may amount to a war crime, as it targets vulnerable patients and frontline health workers who provide care without discrimination.

The Association of Producers, Suppliers, Distributors, and Exporters of Medical and Pharmaceutical Equipment of Tehran Province unequivocally condemns this act of aggression. It reveals a calculated attempt to destabilize public health services and intimidate civilian populations, a pattern all too familiar in regions enduring sustained conflict.

As a vital contributor to Iran’s healthcare support system, our Association declares the full mobilization and readiness of its members to assist in the rapid repair and resupply of Farabi Hospital. We stand in solidarity with the medical professionals on the ground and reaffirm our enduring commitment to safeguarding the lives and well-being of all civilians, especially children and other vulnerable groups.

We respectfully call upon Your Excellency to:

Publicly and unequivocally condemn this attack on a healthcare facility;

Initiate an independent international investigation into the incident;

Hold the responsible parties accountable under applicable international law;

Ensure protection of healthcare institutions and personnel in all conflict zones.

This is not merely the destruction of physical infrastructure. It is an assault on human dignity, on hope, and on the universal right to health. In today’s interconnected world, the silence of the international community in the face of such atrocities would equate to complicity.

With urgency and a deep sense of humanitarian responsibility, we offer our full support to medical relief efforts in Kermanshah. We stand ready to contribute equipment, expertise, and logistics to help restore healthcare access to the people of this affected region.

جناب آقای دبیرکل، با نهایت تأسف و نگرانی عمیق، این نامه را در پی حمله اخیر رژیم اسرائیل به بیمارستان فارابی در شهر کرمانشاه، در غرب جمهوری اسلامی ایران، خدمت شما ارسال می‌نماییم. در جریان این حمله، به‌دلیل موج انفجار و پرتاب ترکش‌های ناشی از مهمات جنگی، بخش‌هایی از این مرکز درمانی آسیب جدی دیده و تجهیزات حیاتی پزشکی به‌کلی تخریب شده‌اند.

این اقدام آشکار علیه یک مرکز درمانی غیرنظامی، مصداق بارز نقض جدی حقوق بین‌الملل بشردوستانه و به‌ویژه کنوانسیون‌های ژنو است که صراحتاً بر لزوم حفاظت از زیرساخت‌های درمانی و بیماران در شرایط جنگی تأکید دارند. ما این حمله را جنایت جنگی بالقوه تلقی می‌کنیم؛ چرا که مستقیماً جان بیماران، به‌ویژه کودکان و کادر درمان را هدف قرار داده است.

انجمن تولیدکنندگان، تأمین‌کنندگان، توزیع‌کنندگان و صادرکنندگان تجهیزات پزشکی و دارویی استان تهران این اقدام خصمانه را با شدیدترین عبارات محکوم می‌نماید. این حمله در راستای تداوم الگوی خطرناکی از خشونت ساختاری علیه غیرنظامیان و تلاش برای فروپاشی خدمات عمومی سلامت صورت گرفته است.

به‌عنوان یکی از ارکان اصلی پشتیبانی از نظام سلامت کشور، این انجمن آمادگی کامل تمامی اعضای خود را برای کمک فوری در بازسازی، تجهیز مجدد و تأمین اضطراری بیمارستان فارابی اعلام می‌دارد. ما در کنار پزشکان، پرستاران و تمامی مدافعان سلامت ایستاده‌ایم و به عهد خود در حمایت از سلامت عمومی، به‌ویژه سلامت کودکان، پایبندیم.

با احترام، از حضرت‌عالی تقاضا داریم:

– به‌صورت رسمی و علنی این حمله به مراکز درمانی را محکوم فرمایید؛

– تحقیقی مستقل و بین‌المللی درباره این واقعه صورت گیرد؛

– عاملان این حمله تحت پیگرد حقوقی بین‌المللی قرار گیرند؛

– سازمان ملل نسبت به حفظ امنیت مراکز درمانی و کادر سلامت در مناطق درگیر اقدام فوری به‌عمل آورد.

این حادثه صرفاً تخریب یک ساختمان نیست، بلکه حمله‌ای هدفمند به کرامت انسانی، امید و حق جهانی دسترسی به سلامت است. در جهانی به‌هم‌پیوسته، سکوت در برابر چنین جنایاتی، به‌معنای مشارکت در آن‌هاست.

با احساس مسئولیت انسانی و تعهد اخلاقی، ما آمادگی کامل خود را برای هرگونه کمک تخصصی، فنی و تجهیزاتی به کادر درمان و مردم شریف استان کرمانشاه اعلام می‌داریم. باور داریم که سلامت، خط قرمز مشترک تمامی ملت‌هاست و دفاع از آن، وظیفه‌ای اخلاقی و جهانی است.
